How learning can lead to qualification.

Learning, completion, assessment, qualification, eligibility and assignment are separate states. A programme offers only the stages declared for that profession.

The decision path

1

Choose the professional programme

Start with the profession and the work you need to improve. The programme page states its audience, ordered learning path, language, limitations and whether any qualification route exists.

2

Learn, practise and complete

Work through professional scenarios, evidence checks and risk decisions. Completion records the learning you finished. It does not by itself establish professional competence or authorization.

3

Choose assessment only where available

A separate work sample is judged by humans against the effective rubric and assessment policy. Critical professional failures cannot be averaged away. The assessor cannot be the person who directly prepared the candidate.

4

Record the human decision

The outcome preserves the evidence, reviewer roles and rule versions used. Qualification may create eligibility to be considered for managed work. It never guarantees assignment, hours or income.

An observable rubric, versioned by programme

The dimensions below illustrate the evidence disciplines a professional assessment may need. The operative rubric is programme-specific, professionally ratified where required, versioned, and linked to each decision.

  • 1

    Factual accuracy

Is the statement true in the field, not merely plausible.

  • 2

    Regulatory fit

Does it hold under the Albanian rules and the EU rules that apply.

  • 3

    Safety

Would acting on it harm the patient, the client or the public.

  • 4

    Source discipline

Is every citation real, current, and the one that governs.

  • 5

    Reasoning

Can they say why, in terms another professional would accept.

  • 6

    Edge handling

What they do when the case does not fit the pattern.

  • 7

    Disclosure

Whether assistance used is declared, fully and unprompted.

  • 8

    Consistency

Do they score the same case the same way a week later.

What an outcome means

A completed programme shows learning completed. A qualification shows that a human assessment met the effective rules for a defined scope. Eligibility permits consideration for suitable managed work. Assignment remains a separate contractual decision.
